A good cultural fit is the most important factor in an offshore relationship. Good techs are easy to find, but finding someone that is trustworthy, responsible, and committed isn't. 

Sending work offshore isn't simply a matter of finding good developers. It's about finding people that think like you do. Are you a fast-moving, aggressive problem sovler? Chances are, unless you find an offshore firm that has those characteristics, you're going to be disappointed.
